The paper should be strong and not tear easily when wet, while absorbing quickly. Look for embossing, which increases the surface area of contact with water. Try wetting a sheet — if it tears into small pieces that stick to your hand, that's a red flag.

Wet a sheet thoroughly, then gently pull it apart with both hands. A good hand towel shouldn't tear easily when wet, since it needs to withstand pulling while wiping already-wet hands. If it tears into small pieces and sticks to your hand as soon as it's wet, the pulp quality doesn't meet the standard.
Unfold a sheet and hold it up to bright light. Look for dark specks, bits of plastic, wood, or discoloured spots. The standard limits how much contamination is allowed per square metre — if you see dark specks scattered clearly across the sheet, be cautious, as it may indicate low-quality recycled pulp.
Drop one drop of water onto a sheet laid flat on a table. Time how long it takes for the water to spread and absorb completely, leaving no shiny wet residue. A good-quality hand towel should absorb the drop within a few seconds. If the water stays beaded for a long time, or runs off without soaking in, the paper doesn't absorb well.
Extra tip: Test two brands side by side, dropping the same amount of water on each at the same time — the difference is much clearer than testing one brand at a time.
