What is FSC®?
FSC® stands for Forest Stewardship Council® — an independent, international non-profit organization established to promote responsible management of the world's forests. Its certification system sets standards covering environmental, social, and economic dimensions of forest management.
Products bearing the FSC® mark are not simply labeled "eco-friendly" — the certification reflects a supply chain that has been assessed against defined criteria, from forest management through to distribution.
Forest Management
The forest itself is assessed. This includes how biodiversity is protected, how workers and local communities are treated, and whether replanting keeps pace with harvesting.
Chain of Custody
Each stage of the supply chain — from mill to converter to distributor — is independently certified, ensuring the origin of the material can be traced back through the production process.
Recycled Content
FSC® also covers products made from recycled fiber, verifying that recycled content claims meet the standards set by the FSC® system.
Independent Audit
Certification is not self-declared. Accredited third-party bodies conduct regular audits of certificate holders to maintain the integrity of the standard.
Types of FSC® Labels
There are three main FSC® label types commonly found on paper and tissue products:
FSC® 100%
All raw material originates from FSC®-certified forests. This is the highest level of FSC® claim for virgin fiber products.
FSC® Mix
The product contains a combination of FSC®-certified material, recycled content, or controlled wood sources — all meeting FSC® requirements.
FSC® Recycled
The product is made primarily from recycled material, verified to meet FSC® criteria for recycled fiber content.
Why FSC® Matters for Organizations
FSC® certification supports organizations that wish to make responsible procurement decisions and document their sustainability efforts. Key reasons organizations consider FSC®-certified tissue paper include:

Third-party audited certification provides documentable evidence of procurement policy compliance — not a self-declared claim.
FSC® and Tissue Paper Quality
It is worth noting that FSC® certification addresses the origin of raw materials — not the manufacturing quality of the finished tissue product. Quality characteristics such as softness, ply count, and fiber type are separate considerations from the FSC® certification status.
Organizations are encouraged to evaluate both sustainability credentials and product quality specifications when selecting tissue paper for their facilities. These are complementary considerations rather than competing ones.
Note on "Eco" Claims
Not all products labeled "eco-friendly," "natural," or "sustainable" carry internationally recognized third-party certification. FSC® and equivalent internationally accredited standards are generally considered more reliable for procurement and reporting purposes than unverified marketing claims.
